Cold Weather Safety Tips for Pets


With Winter Storm Kingston bringing below-freezing temperatures and snow, it’s crucial to take extra precautions to keep pets safe. Virginia law prohibits leaving dogs chained or tethered outside when the temperature is 32 degrees or below. Failing to bring them inside could result in legal consequences.

Animals are particularly vulnerable in cold weather, and this winter alone, there have been over 400 cold-weather-related rescues and dozens of deaths—many of which go unreported. Here’s how you can help protect pets from the harsh winter conditions:

1. Check Before You Rev

Cats and other small animals often seek warmth under car hoods, which can be deadly when the engine starts. Before starting your vehicle, bang loudly on the hood to give any hidden animals a chance to escape.

2. Protect Their Paws

Chilly temperatures and ice-melting chemicals can harm pets’ paws. Keep them safe by:

  • Applying petroleum jelly to their paw pads before walks.
  • Using pet booties to prevent contact with painful salt, antifreeze, and other chemicals.

3. Watch for Signs of Hypothermia

Hypothermia can be life-threatening. Early warning signs include:

  • Extreme lethargy or stupor
  • Trouble breathing
  • Difficulty walking
  • Dilated pupils
  • Pale or blue gums
  • Shivering and weakness
  • Cold fur and skin to the touch

Animals most at risk include senior pets, underweight animals, small and toy breeds, and nursing or neonatal pets. If you notice these symptoms, bring the pet inside immediately and contact a vet.

4. When to Call for Help

If you see an animal left outside without proper shelter, food, or protection, contact local law enforcement. Pets left in freezing temperatures are at risk of hypothermia, frostbite, and even death.

To report an animal in distress:

  • Document as many details as possible, including the date, time, location, and type of animal.
  • Call local law enforcement to report the situation.
  • Follow up to ensure action has been taken.
